The Management Board of Eurasian Economic Commission approved the new ‘chemical’ technical regulations of the Customs Union.
The project technical regulations have already gone through the required procedures and were also considered by the Advisory Committee for Technical Regulation. Adoption of the three new regulations should take place at the end of the year, and their entry into force is planned for February 2015.
The draft technical regulations ‘On safety of chemical production’ refers to chemical substances and mixtures of these substances placed on the market in the customs territory of the Customs Union. The project includes chemicals, except for: minerals, ores, natural and liquefied gas, process gas and its components, crude oil, coal, coke, if they were not chemically modified; finished medicines and products for veterinary use, food additives and dietary supplements, prepared animal feeds; waste of chemical production, if it can be recycled; chemical production, which is the source of ionizing radiation for the classification, labeling and information about hazard of radiation, pesticides etc.
In the draft are established requirements for identification of such product, classification according to dangerous characteristics, labeling and warning of the dangers, reporting and conformity assessment, labeling with a Customs Union mark.
Another draft technical regulation concerns the safety of paints, placed on the market into the Customs Union. These are products such as paints (including powder), lacquers, enamels, primers, waterproofing products.
The technical regulations ‘On safety of paints and varnishes’ do not apply to products such as cosmetic paints, resins, solvents, paint materials in contact with food and used to color the water treatment equipment and wastewater treatment, as well as road marking paints, inks, watercolors.
However, the technical regulations ‘On safety of detergents and household chemicals’ refers to such products as detergents and household products, including auxiliary washing preparations, cleaning agents for hard surfaces, dishwashing liquids, polishing pastes, products for leather and suede, car, motorcycles and bicycles care products, glass cleaners, ironing aids, refreshing and fragrance products.
